Permission gated ability to make threads "featured"

These threads are shown in a widget, highlighting the content as stand out.

We need an algorithm to determine what is "trending", we can apply this in various places.

Thinking about elastic search.

We should be able to use the full capacity of elastic searches facilities.

I'd like to extend the search system to other static content too, including the help pages.

Partially rolled out here, few bugs to fix.

This is a massive architectural change (which needed to happen to be fair) so might take a few days! 🙂
